Discuss this: with your pediatrician and possibly ENT. Possible upper airway obstruction/malformation. A sleep study may be required or at least a CT scan to determine airway volume and patency. Any swallowing issues?

Apnea: From your description, your child may have sleep disordered breathing. A virtual consultation and uploading a video clip may assist your physician.
