Several possible: There are several possible causes. You could have a rash from contacting something, such as plant material or metal, or irritation of the hair follicles, resulting in folliculitis. There could be a mild skin infection or bug bits. There could be changes in the blood chemistry causing these spots. A picture would help here, as would a little more history. Can't give an answer, just thoughts.
