is there any difference between the psychologist and the clinical psychologist ? and which one should i consult if i have social anxiety and ocd ?

See below: In short, there are different types of psychologists. Most therapisrs are either clinical or counseling psychologists. It would be best to seek treatment w one who has experience or expertise in anxiety disorders like OCD and social anxiety. Fit between you and a therapist are also important.

Psychologists: There are multiple sub-specialties among psychologists. Clinical Psychologists usually deal with Psycho-Diagnosis through multiple tests, or other instruments, as well as clinical interviews. Most of them practice different forms of therapies, as they are PhD's with psychotherapy training through internships and supervision. The latter are the ones who can help you.

Some similarities: Most generally, clinical psychologists work with severely mentally ill persons as opposed to counseling psychologists who may work primarily with the "worried well." Both disciplines are capable of working with both populations; there is a lot of overlap. The biggest difference comes in the focus of formal education: treatment/assessment of severely mentally ill versus day-to-day life stressors.
