Time: Give the skin time to regain its elasticity. At 30 years old, there is a good chance that it will go back to normal on it's own. If not, you will possible have to visit a plastic surgeon for further management. Hope this helps!

Sleeves do not work: If there is loss of much weight, the skin becomes loose. The solution for it is either plastic surgery to excise the redundant skin or ignore /live with it. Building muscles with weight lifting might also help tone up the skin as the muscles get bigger. But this will take long time but it will help if you can not go for plastic surgery.
