AIDS is a syndrome : AIDS is not a cause. It is a syndrome. The cause of the low CD4 count is HIV. Other causes would be some forms of Lymphoma, Lukeimia, Autoimmune disease or other viruses similar to HIV.

Do you mean Reversed: A permanently low cd4/cd8 ratio may be a poor sign prognostically( after for example)myocardial infarction and .But some time these ratio will revese after two or three days of the problem.
