what is a complex breast cyst, and why would an aspiration, and core needle biopsy be recommended?

To rule out cancer.: A complex cyst means it is not a simple sac filled with liquid (like a water balloon). Think of a water balloon filled with some smaller water balloons, pebbles, and dirt. This can hide cancer, which is why you need a biopsy. Make sense?
