This could be a: reaction to something she ingested (ate) or had contact with. Is she on any medications? Is it itchy? Is she sick in any other way (sore throat, fever)? I would recommend if she has any of these other symptoms, that she be seen by her pediatrician. ...and to make a definitive diagnosis, she should be seen.
