Maybe not: An internet search revealed some panderm and penderm creams. They have ingredients such as antibacterials, antifungals, corticosteroids, and/or retinoids. Corticosteroids are not used in the U.S. For acne, except briefly. Since it is not sure what is in the "penderm" being asked about, one cannot tell if it is safe or useful to try the cream. Dark skin can react unpredictably to acne treatments.

Varied options: Acne treatments are often geared toward the types of acne bumps you have. Blackheads and whiteheads often respond well to things containing salicylate acid or benzoyl peroxide some of which can be found at your local drug store. Inflamed pimples and pustules often need some form of antibiotic, either topically or from a pill. A dermatologist can help if simple things don't work.

Dark Spots from acne: The dark spots that form around acne blemishes result from a condition called postinflammatory hyperpigmentation. Sometimes they're fairly light and unnoticeable, and sometimes they're large dark marks. This condition can also be caused by excessively dry skin. Treatment can be with bleaching cream like hydroquinone.

21st century Rx: You deserve treatment. I start with topical clindamycin, plus benzoyl peroxide if there aren't a lot of blackheads or a retinoic acid derivative if there are. A woman is often cleared by the oral contraceptive pill. If it's harder to manage, i add a systemic antibiotic appropriate for the person. Dermatologists have the big guns. Good luck.
