What does it mean when the red blood cell count is high? i also have a mass on my liver that has to be biopsied wednesday. could it be related?

Many causes: increased red blood cell mass can have many causes most of them are normal physiological responses. Such as being a smoker or having chronic lung disease or being at high altitude or having an intrinsic problem of hemoglobin such that you do not get enough oxygen delivery from your red blood cells to your tissues. There are tumors of the kidney but not liver which are related to this.
