Yes: Hemorrhoids are essentially dilated blood vessels in the anus. Anything can irritate them including passing stool or rough sex. If you are asking about anal sex I would certainly say this could irritate your hemorrhoids. See your doctor.

Yes: Sex can irritate existing hemorrhoids. Arousal causes increased blood flow in the genital/anal area. This increased blood flow in the anal area can cause hemorrhoids to flare up. Anal sex can definitely cause irritation of the anal area if there is not enough lubrication. Avoid anal sex when experiencing flare ups.
