TIA vs dysrhythmia: Vision change + numbness in hands + dizziness is worrisome for transient ischemic attacks or strokes. Head ct, brain MRI & carotid ultrasound can be used. Episodic dizziness can also be a result of a funny heart rhythm or dysrhythmia. If it only happens every now & then, an event or loop monitor can be used to capture discrete episodes.Be sure to see ophthalmologist or optometrist to evaluate reti.

See neurologist : You may have had an inner ear inflammation called labrynthitis in the past also, if the numbness in the hands are related to the dizziness , you may have neck problems causing cervical vertigo. However, because of visual problems, you must see in neurologist.
