Options: Genetics, hormones, excess oils on skin (including scalp), infrequent washing / too frequent washing, skin condition from "products" used in hair--for a start. If washing hair at least every other day, can try an anti-dandruff shampoo for now--if effective, may spontaneously resolve over time. If not, may benefit from seeing dermatologist to identify source.
