Dry: Need more info to get to an accurate diagnosis. Zyrtec (cetirizine) can dry your throat. But so could other conditions that cause dry eye and dry mouth.

Plastic: That is an interesting observation. I cannot think of any specific reason. Perhaps, you have a sensitivity to plastic. It is controversial, but it is suspected that plastic chemicals can dissolve into bottled beverages in some instances-heat exposure, for example. But in general this type of bottling is deemed safe. I can't think of any glass bottles for the sale of water, but you could try that.
