i have tiny rash like bumps(if scratched they look like blisters) appearing on my arms only, i need some advice, i have no medical insurance!

See below: Hard to say without a visual, but if the bumps are on the upper outer part if your arm and appear to be around hair follicles, your might have keratosis pilaris which is a mild skin issue like eczema. Treat with exfoliating meds and moisturizing. Otherwise, hard to make other guesses.

Probably: You will probably still need to see dermatologist. Try 1% Hydrocortisone to see if it will make it go away.
