my 15 month old has a cough and stuffy nose, if i let him cry at night would it make it worst?

No: His cough and cold can frequently progress to an ear infection which would cause your child to cry a lot especially at night. So i wouldn't let him cry- give him tylenol (acetaminophen) or Motrin to control pain and schedule a doctor's appointment. However, crying will not make the cold worse.
