Is it normal or common to have pneumonia every year during the cold or allergy season in a child and/or adult? does this mean they have asthma?

No: It is neither normal nor common, are these pneumonias diagnosed by cxr or just clinically? I would evaluate the immune system of the individuals, consult an allergist/immunologist.

Maybe: It is not normal to get recurrent pneumonia. Problems can range from a deficient immune system, to other lung diseases like COPD and asthma ( flare ups of these diseases can mimic pneumonia, ) to heart disease with congestive heart failure. In any case this needs further evaluation.
