Definitely yes: Majority of american & all muslim & jewish males are circumcised and have no problems giving women orgasms. Female orgasm depends upon sufficient erotic stimulation of the clitoris & to lesser extent the vaginal g spot. This has nothing to do with presence or absence of a foreskin.
