Yes: Braces along the inner (lingual) side of teeth are available. They are difficult to place and only a few dentists do them. I know of an attorney who went through 2 years of ortho using "lingual braces" and her secretary never knew she had braces.

Sometimes: There are some occasions when this can be done. Easier to maintain and more comfortable on outside. Also, more versatile and effective over time on outside.

Yes: Lingual or invisible braces have been available since the mid-80s. They are not as comfortable and require an orthodontist who is dedicated and experienced with this approach as it's basically "outside-in." highly skilled orthodontist produce excellent results for many types of problems, but lingual is not for every case.
