is it normal for fingers and toes to get red & puffy while walking on a treadmill? my feet sometimes are swollen in the mornings and shoes are tight.

Yes it's possible: Intake in salt in diet can absorb water in tissues over night when you get up and go on treadmill pressure causes swellings, if you don't have any systemic problem pay attention to days you get the swelling to see what you ate the day before.
