Many possibilities: There are many causes for itching, ranging from foods you eat, to allergic reactions. Sometimes fungal infections can occur. Hemorrhoids can also be a frequent cause of itching. Moisture can also be a frequent contributor. Rarely, sometime even warts or condylomas, or other std related issues can be the culprit.
If simple over the counter creams do not help, seeking an evaluation is good adivce.
