Is having velvety skin a possible sign of liver problems?

Very unlikely: If you are diabetic, it is more of a sign of poorly controlled diabetes. If you are not, you need to see a dermatologist for it is difficult to comment on a rash unless a picture is available. A petechial rash may be more worrisome.
