OK...: Could be a bug bite and could be a bug bite developing infection...If it is painful and the redness is spreading then see her doctor. Warm soaks can be very helpful in drawing it out and draining as can something called drawing salve or black salve.

It's possible: The bedbugs might be the problem for it.
The child scratching the itching spots, might has infected the sites of the bites with the normally colonized bacterias on the skin, and this way it gets pus in it.
Of course without seen it, it's hard to tell exactly what is the problem.
