Phimosis. : The inability to retract the foreskin all the way back behind the head of the penis is called phimosis. Decreased elasticity of the skin from inflammation, infection, or scarring can be the cause. This should be corrected to prevent worsening phimosis, paraphimosis, infections & improve hygiene. Get evaluated by your physician of a urologist. Depending on the severity there are ways to remedy it.

I'm not aware...: ...Of any evidence that any specific exercise is better than any other exercise in tightening loose skin. Get started on a good exercise regimen (after clearing it with your doctor first), and keep at it.

You don't mention...: ...What you mean by "bad shape", but sure -- assuming your local va hospital has a dermatology department (as most do, especially those affiliated with a medical school), pay them a visit, and find out what you can do about it.

Sunscreen.: Start by applying a good, broad-spectrum sunscreen every morning, whether you plan on going out in the sun or not. If you do go out in the sun, reapply sunscreen every couple of hours. Avoid any deliberate sunbathing. If you do this diligently, your skin will become light again.
