Change lifestyle: At 64 kgs, you certainly don't fit the definition of obesity, although i don't know your height. In general if the goal is a flatter abdomen, you should reduce amount of carbohydrates and increase aerobic activity (running, biking, swimming, etc.). You can't literally chisel away fat from the belly unless you have liposuction. Lipo is useful once you have lost excess weight but not beforehand.

Weight Loss: Currently, the best way for weight loss is diet and exercise or bariatric surgery. Liposuction alone is not a good means for weight loss. Liposuction should be limited to 5 liters per procedure which is only about 1-2 pounds. If you have a considerable amount of abdominal apron, a panniculectomy may help.

Diet and exercise: It depends how tall you are. Check your bmi and see how much extra fa thou have.
