i have chest pain on left side while exercising and lately chest pain on same side and weakness in left arm while resting what could cause this?

Get it checked out: Intermittent chest pain while working out in a 19 yr old is unlikely to be a heart attack. However other heart issues could be of concern. Having left sided weakness raises a flag as well. You need to get this checked out asap!
