Contact dermatitis: It is hard to diagnose a rash without seeing it but itchy skin that is discharging may be eczema or a contact dermatitis. If your wife is sensitive to soaps or lotions then she may react anywhere on her body. Shaving cream could set off a contact dermatitis. Steroid creams are helpful in contact dermatitis but she should see a doctor to get diagnosed before using Hydrocortisone over the counter.

Allergy?: This is not necessarily an allergy. These symptoms may be associated with infections as well such as yeast among others. If there is a association with an exposure prior to a flair of symptoms, there may be an allergic trigger. Latex allergy with exposure to latex condoms occasionally presents this way. I suggest starting with your wife seeing her gynecologist.
