how come there isnt an artificial fallopian tube or fallopian tube transplant?

Because IVF works: There is no good reason to try to make an artificial fallopian tube or try to transplant a fallopian tube, as in vitro fertilization (ivf) has high success rates for tubal problems causing infertility.
