Yes: Yes generic versions of duloxetine should be safe along with any other generics although i'm not sure that a generic of duloxetine is available yet?

Yes: Generic medications have to be approved by the fda and are essentially the same as branded medication. Some differences in the coloring, medication carriers and how actual meds are presented may cause side effects including allergic reactions or alter clinical responses to some degree. The active ingrediant may vary by as much as 10% above or below branded ingrediant, effective, different but safe.

Be very careful: Cymbalta, (duloxetine) like any ssri or snri, can create a physical dependency because of the effect they have on neurotransmitters. Everyone should be withdrawn from these drugs very carefully & cautiously. 3 weeks is the minimum one should take to reduce by each incriminate. Serious side effects, including suicide, have been reported when not properly.
