Removes : Removes full thickness tissue to the lever of fascia. If the fascia is loose it may be reinforced.

Yes both are removed: An abdominal panniculectomy removes both excess skin and fat from the abdomen. The fat removed is between the skin and abdominal muscles, but not fat deep to the tummy muscles. Sometimes liposuction may be added to contour the abdomen as well.
