LH drops before: Ovulation usually occurs approximately 24 to 36 hours after the lh surge. Therefore your lh should already be low when you actually ovulate.

the LH surge results in 3 critical events: ovulation; rise in progesterone; and maturation of the egg to allow fertilization. from the peak of the LH surge, ovulation occurs 10-12 hours later.

I still stick by my original assessment of the relationship between LH and ovulation. This study agrees and I have done many cycles where IUI was timed based upon follicle disappearance.
