coughing, runny nose and now ears are stopped up. i take high blood pressure medicine so i am afraid to take over-the-counter decongest meds. ?

Antihistamines: Oral decongestants are not recommended with high blood pressure. Nasal sprays (prescription) as well as oral antihistamines and nasal decongestants can be used for short term. Seeing your doctor to get a good action plan might be of the most utility.
