Placenta accreta: It sounds like placenta accreta. Women who have had a c/s or other previous uterine surgery are at increased risk for the placenta growing into the uterine muscle layer if it implants over the scar. Most women don't get bleeding from this during pregnancy. The main risks of an accreta are heavy bleeding at the time of delivery of the placenta or inability to deliver it, requiring a hysterectomy.

Many possibilities: Bleeding is not usually a complication of placenta accreta (as stated in a previous answer), so you have to consider other causes of bleeding at 28 weeks. Anything from a vaginal infection, to cervical weakness (incompetence), to preterm labor are all possibilities, among others. You need to be evaluated by your OB to determine the cause of the bleeding.
