Circumcised or not?: Presume you mean below the glans or head of penis. Swelling can occur with phimosis (tight foreskin) if uncircumcised following sex or masturbation. Can also develop swelling of a ring of penile skin, previously inner foreskin, if circumcised. Could have an std if glans itself is swollen. In which case is best to consult his dr. Urologist would be best if phimosis.

Here are some ...: Logically, one needs to think about: infected/inflamed - related with long/tight foreskin, or allergy-related - drug use, insect bites, etc., or personal overuse/misuse - sex overindulgence with dildo use, events. Need to examine: It is not feasible to provide a meaningful opinion without examining you and your symptoms warrant evaluation by a physician. If you are sexually active, the symptoms you described are suggestive of Herpes infection. It would be prudent to see a doctor and get tested for not only herpes but other sexually transmitted diseases as well.
