Yes, but not good: You can get otc bleach cream but it is limited to only 1-2% hydroquinone (bleaching agent). For effective skin lightening one needs greater than 6%. This must be through a doctor that treats hyper-pigmentation because there are very special rules and precautions that must be followed.
