They can: What hallucinogens can due is unmask the potential for other psychiatric disorders, they could trigger them and cause them to be expressed. A person with a risk for panic attacks lets say as an example. The use of a hallucinogen could cause a panic attack, then once triggered a person may experience more attacks in the future after the hallucinogen is long gone.
