No: No they are not harmful but they can be somewhat irritating because of their location. They tend to grow around neck lines, bra lines, and underwear lines. Your doctor can easily remove them but insurance often wont pay since it is considered cosmetic.

Frankly...: ...I don't recommend that you treat skin tags yourself. If they are large, or have broad bases, don't attempt it; they will bleed too much. If they are small and narrow and you insist on torturing yourself, you can cut them off with a small, very sharp pair of scissors that you have cleaned thoroughly with rubbing alcohol. Tying the bases to cut off blood supply seldom works, in my experience.
