Needs evaluation: It could be infected, irritated or changing. Either way you need to be seen and evaluated and likely have it removed and sent to pathology. They can then tell what is going on. Don't delay.

Skin lesion: Your description sounds like an irritated/ inflamed skin lesion. It is impossible to tell if it is benign or something more serious without examining it. I recommend that you see an eye or skin doctor for further evaluation and excisional biopsy.
