Depends: It depends on what you mean by "identity crisis." but, at 21 there are many things a person is dealing with -- among them, leaving home of origin, making own way in the world, selecting career path, having committed intimate relationships, etc. Working through all these things can feel like a "crisis" of sorts. Some long-term psychiatric illnesses can also declare themselves around this time.
