Yes: Bleeding for 3 weeks is definitely abnormal and the cause needs to be identified. Since it doesn't sound like you are bleeding heavily and profusely you likely aren't becoming anemic. But there could be a pregnancy, miscarriage, hormonal imbalance, infection, etc...that is causing the symptom and should be treated.
