Why are there numerous electronic health record (ehr) systems?

Competition: The government under GWBush, which promoted EHRs , did not insist on standards. So hundreds of companies entered the field selling their products in competition against all the others. Some have dropped out due to poor utilization, but many still exist. Each thinks they will dominate the market in the future. This is an expensive waste and prevents the toured communication between EHRs.

Ironically, the VA medical center, the government run system which is nation-wide, has one of the best, most integrated systems in US medicine. This is an argument for at least some type of "socialized" healthcare that is not dependent on the free market. If medical records were in a central databank, docs could get access to tests already done, etc. which would LOWER the cost of medical care.
