Call the airline: A private company can set up any restriction it wants (within reason). During my Navy years at an overseas duty station I routinely discharged mom/baby to a van that took them to an airport to fly back to the states. There was no problem at that point getting tickets or with the baby, but I would call ahead or search for info online from the airline.
