Here are some ...: Without a direct look and feel, it's hard to come up a correct Dx. Generally speaking, it such look on glans penis remains unchanged & not hurting over next 6-12 months, leaving it alone without doing naything would be the most reasonable thing to do. Clinically, such appearance may be just a rare case of glans penis plicatum-scrotal glans penis. If still in doubt, seek pro-evaluation & counseling
