Not aware: I am not aware of the mixture you proposed. I do think that standard medications for blood pressure should be given a chance first, from your doctor. Blood pressure issues can be dangerous and therefore must be treated appropriately. Please do not take chances. See your doctor, reduce weight if you are heavy, decrease salt, and exercise as per your MD.

All healthy stuff!: Your mother's drink is similar to many drinks recommended on "cleanse" diets. If not used to excess, none of the ingredients are harmful and are generally considered healthy. I don't know of any evidence, however, that the drink will have any effect on her blood pressure.
