Possible: "Spider veins" are common as we age, and some times different people are more susceptible to getting these little veins that pop up and are more unsightly than anything else. Consider seeing a dermatologist or plastic surgeon who can treat the problem (sometimes with hypertonic saline or a laser procedure), but it is considered cosmetic and will be costly. Best wishes.
