4 to 8 weeks: This can take 4 to 8 weeks depending on whether you use crutches and remain non weight bearing and/or wear an air boot cast too. The deviation of the joint is a concern and may need prolonged splinting to prevent long term joint damage .

Pot Luck.: Since it generally takes about 6 weeks for most toe fractures to heel, a 4-8 week window is a good number. Having said that, The description of "an incomplete fracture" is murky at best. Not knowing how incomplete it actually is, as well as the exact location on the phalynx, makes it difficult to judge. Chip fractures, depending on size, often never fuse back on to the site they broke off from.
