i heard this, people with aspergers have no problem with talking to new people. is this true, as i seem to have difficulty. or am i just shy/introver?

No, it is not true: There are many reasons why people are uncomfortable talking to new individuals; being an introvert, being shy, social anxiety disorder is also a possibilty; It is a good idea to see a mental health professional to get it checked out;
