Difficult to say: An hCG level of 23 would be consistent with having conceived approximately 10 to 14 days ago. An ultrasound will show the very beginning of a gestational sac at an hCG level of about 1200. We generally cannot see a viable embryo until about 10,000. Unfortunately with only one measurement, it is impossible to say what will happen. You just need time.
