I suggest you wait: until you finish accutane, and then do lasers, they work the best on stretch marks. You certainly can try retinoids or caffeine related products, but i would save your money and do lasers

Stretching: There are different kinds of stretching i.E passive and active forms, and like any other techniques it needs to be done properly. If used wisely as part of an overall conditioning and warmup routine that might include massage, yoga, pilates etc.. Along with proper use of the muscle, the answer is yes. Best of luck.
