The Phlegm: Two common causes can be causing this. If you are having nasal congestion or drainage, it could be caused by postnasal drip which is usually resolved by antihistaminics. If it is happening after eating spicy foods, it might be reflux symptoms which are usually resolved with acid reducers. Either way hoarse voice is not great, so seeing a doctor can better help pinpoint what is causing this.
