Supposed to.: They are the same drug, different brands. Supposed to work the same, if they don't talk with your doctor.

Yes: They are both albuterol and both have a dose counter. Ventolin sprays out harder and colder, while pro-air is softer and warmer. This may make it seem like it's not as effective, but it is. Use whichever one is cheaper on your insurance plan.
